关于海绵城市专项规划编制的思考

Thinking about Sponge City Special Planning Formulation

"海绵城市"是国际化城市雨水管理理念在国内的创新和发展。海绵城市专项规划应与城市总规、控详规、防涝规划、水系规划、绿地规划、道路交通规划及排水规划相结合,以城市降雨与径流控制率分析、初期雨水污染分析为基础,统筹低影响开发雨水系统、雨水管网系统和超标雨水径流排放系统。

Sponge city is regarded as innovation & development of international urban rainwater management concept in China.Sponge city special planning should be combined with urban total planning,regulatory detailed planning,prevent water logging planning,channel planning,green space planning,road traffic planning and drainage planning.And moreover,sponge city should be based on urban rainfall,runoff control rate and the early rain pollution analyses.It is recommended to think it as a whole of low-impact development rainwater system,rainwater pipeline network system and excessive rain runoff discharge system.
