本文从实际出发对溯源农村发展改革建设调查,在隶属乡镇级村庄、办事处级村庄、经济开发区级村庄及县城驻地级村庄的现貌中发现多年来改革普及的先后问题,通过若干事例举证聚焦农业、农村及农民发展圈子,论证从2004年到2015年的"中央一号文件"在农村发展改革建设中落实的可行性与价值性,对于揭示最基层农村问题、反应最基层农民情况具有一定参考意义。
