In the transition process from planned economic system to market economic system,the reform of scientificresearch industry in Russia has a very important significance.This paper focuses on the study of mode and effect of Russiangovernment-led science and research industry in its marketization process.Based on an actual case analysis,it analyzes thestatus and effect of Russia dominated system of scientific research in the market-based operation.It points out that learningenterprise reform in Russia will undoubtedly have significant benefits for the exploration of the development of enterprises indeveloping countries.
