The Consensus Chinese Pharmacy Service Standards and Charges of Experts

药师是构建医患和谐关系和保障民众生命安全不可替代的力量,药师提供的药学服务是国家民生工程建设的的重要组成部分。对药学服务收取费用是全世界范围内通行的做法,既体现了药学服务的价值,也对行业和学科的健康发展起到了良性促进作用。我国党和政府也在新医改文件中明确提出要增设药事服务费,取代饱受诟病的"以药补医"制度。新医改文件已下发5年有余,但药事服务费除了在少数地区试点性开展,并未在全国范围内健康推进。追究药事服务费迟迟无法顺利落地的原因,首先与我国广大药师提供的药学服务价值未能广为世人认知有关,在广大人民群众并未认识到药师提供的药学服务价值的社会大环境之下,药事服务费的收取就像无源之水,无本之木,缺乏基础和依据。中国药学会医院药学专业委员会等学术团体组织,全国的药学专家对中国药学服务标准化体系的建设及如何依托该体系促进药学服务收费制度的健康推进进行了深入地研究和探讨,形成了本共识,以期促进我国药学事业健康发展。

Pharmacist serves to build a harmonious relationship between doctors and patients and to protect people's lives and safety, which cannot bereplaced. Pharmaceutical service provided by our pharmacists is an important part to contribute the people's livelihood. Taking charge for pharmacyservice is the practice of world wide, since it not only embodies the value of pharmaceutical services, but also contributes to the healthy developmentof the industry and academics. Our party and government also clearly put forward the creation of pharmaceutical service fee, to replace the muchmaligned “using drug income to mend medicine loss” policy in the new health care reform documents. The new medical reform documents haveissued more than 5 years, pharmaceutical service fee only have been carryout as pilot in a few areas, but not in a nationwide health promotion.The reason why pharmaceutical service fee cannot be a smooth landing is firstly because most our patients do not endorse our pharmaceuticalcare provided by the pharmacists, thus, pharmaceutical service fee charged as a source without water, a tree without roots, lack of basis. ChinesePharmaceutical Association Hospital pharmacy Specialized Committee organizes pharmacy experts discussed and provided the consensus aboutChinese pharmaceutical service standardization system construction and how to promote pharmacy service charge system based on this system topromote the healthy development of the pharmaceutical industry in our country.
