摘要
随着建设创新型国家战略的加速推进,国家对国际性人才的需求日益增强。公派留学派出项目成为提升我国高等院校人才队伍素质,推进高校国际化进程的重要渠道。在公派留学迎来跨越式发展的同时,公派出国留学教师管理存在着管理主体不明、派出人员适应性问题突出、管理实效低下等问题。协调好国家留学基金委、驻外使领馆、派出单位三方关系,切实做好公派出国留学教师前期选拔、中期考核、后期管理工作,对进一步推进高校人才强校战略、高校改革和发展具有重要的战略意义。
With the acceleration of the strategy of building China into an innovative country,the demand for talents withinternational experiences is increasing. The government-funded study-abroad project has become an important channelfor upgrading university faculty members and promoting China's internationalization of higher education. Some prob-lems,nevertheless,have surfaced from the speedy development of the project. It is not quite clear who is mainly respon-sible for the management of the faculty members studying abroad;many faculty members find it hard to adapt themselvesto the overseas situation;and the effectiveness of management is considerably low. Properly coordinating the relationsamong the China Scholarship Council,Chinese diplomatic missions abroad,and the home universities;selecting theright candidates for overseas study;doing a better job in mid-term assessment and later-stage management,are signifi-cant in implementing the strategy of enhancing universities through talents and in promoting universities' reform and de-velopment.
