经济学视域下湖泊管护困境及其应对策略——以湖北省典型湖泊为样本

Difficulties in Lake Management and Protection and Corresponding Strategies form the Perspective of Economics-Typical Lakes in Hubei as Samples

湖泊是保障我国经济社会可持续发展的战略资源,具有防洪排涝、饮用水和工业用水、灌溉、调节河川径流、航运交通、改善空间生态环境等多种功能。从经济学的视角对湖北省的湖泊样本分析发现,当前湖泊保护存在外部性与"公地悲剧"困境、"晋升锦标赛"困境,解决困境的办法是建立统一的管理决策机制、湖泊保护性投入的补偿机制以及湖泊保护的刚性追责机制。

Lakes are important strategic resources that maintain China's sustainable economic and social development.Based on analyzing the typical lakes in Hubei from the perspective of economics,this paper finds that lake protectionfalls in the difficult condition of external dilemma,the 'tragedy of the commons',and the officials' 'promotion tourna-ment'. This paper proposes the establishment of a unified decision-making mechanism,compensation mechanism forlakes' protective investment,and rigid accountability mechanism.
