近年来随着互联网信息技术的迅猛发展,网络意识形态安全问题日益突出地表现出来。在网络时代互联网成为各种思想和意志自由表达的场所;我国意识形态安全面临着西方国家技术垄断、信息霸权、意识形态渗透和文化帝国主义等威胁;我国综合国力和国际地位提升对网络话语权提出了更高的要求。新形势下,必须深入研究网络意识形态安全全面占领和治理的策略,加强"网络主权"意识和网络占领的顶层设计,改进宣传方法,壮大网络意识形态斗争队伍力量,完善法律法规建设和监管体制建设,积极参与全球网络治理。

In recent years, with the rapid development of Internet information technology, the problem of Internet ideology safety is becoming increasingly manifested. In the information age, the Internet has become a place where all kinds of thoughts can be expressed freely. Ideology safety of our country is facing the threats of technology monopoly, information hegemony, ideology infiltration and culture imperialism from western countries. China’s rising comprehensive national strength and international status have led to a higher demand of the discourse right in network. In this new situation, we must lucubrate strategies of the full occupation and governance of Internet ideology safety, strengthen the consciousness of "Network sovereignty" and top-level design of network occupation, improve publicity methods, strengthen the network ideological power, perfect legal and regulatory system, and actively participate in the global network governance.
