低碳生态小城镇建设指标体系研究

A Study of the Index System of Low-carbon Eco-towns Construction

本文从低碳生态小城镇建设的实际需求出发,基于不同指标的功能定位,研究提出了低碳生态小城镇发展引导、质量评价和绩效评价指标体系,分别用于科学引领低碳生态小城镇建设发展,客观评价小城镇低碳生态建设水平和质量以及准确评估小城镇低碳生态建设过程中资金使用效益,从而构建了包括"建设—评价-绩效考核"等全过程的低碳生态小城镇指标体系,以指导低碳生态小城镇建设实践,提高小城镇低碳生态建设质量和效益。

From the actual needs of low-carbon eco-towns construction, based on the different functional of index, thispaper construct three kinds of index systems. The development guiding index system was used to guide the practice of lowcarboneco-towns construction; quality-evaluation index system was used to evaluate the level and quality of low-carboneco-towns objectively and the performance-evaluation index system for the accurate evaluation of funds efficiency whichwere invested in the process of low-carbon eco-towns construction. Above all the index system composed of the wholeprocess including "Construction - Evaluation - Performance Appraisal" in low-carbon eco-towns construction and it wasused to guide the practice and improve the quality and efficiency of low-carbon eco-towns construction.
