省级土地利用总体规划实施监测评估研究——以县级分区为评价单元

Monitoring and Assessing the Implementation of Land Use General Planning at Provincial-Level——Regarding County-Level Zoning as Assessment Unit

文章以黑龙江省省级规划实施监测为实例,探索一套基于更小分区单元、适用于全国范围展开的省级土地利用规划实施监测评估技术方法,丰富土地利用总体规划实施监测评估的层级体系。研究结论:以哈尔滨市为例展示了省级土地利用总体规划实施监测评估的具体过程,得出监测的县级单元中评估指标、综合得分、指标剩余量等方面都出现了执行不均衡的状态,制约经济发展,需进行规划调整修编。建立以县级分区为评价单元的省级土地利用总体规划实施监测评估体系,分区、分类掌握省级规划的内部实施情况,为组织规划修编工作提供依据,针对重点区域提出改进方向。

Based on the case study of Heilongjiang in monitoring planning implementation, this paper attempts to get a set of techniqueswhich apply to monitoring and assessing the implementation of land use general planning at provincial-level on a national scale by takingcounty-level zoning as assessment unit, with a view to enriching the hierarchical structure. The research conclusion is as follows: based onthe case study of Harbin, the process of monitoring and assessing the implementation of land use general planning at provincial-level hasbeen showed. Besides, the imbalances have been emerged in the aspects of assessment indexes, composite score, and the remaining amountof index among these monitored county-level units, which restrict economy development. Therefore, we should establish a framework ofmonitoring and assessment for the implementation of land use general planning at provincial-level by regarding county-level zoning asassessment unit; so that, the internal implementation of provincial planning can be controlled according to zones and classifies. And this canprovide basis and improving direction for planning compilation.
