我国处于全面推进治理能力现代化的转型期,而实现治理能力现代化的关键是农村治理方式的创新。我国政府职能转变中存在行政层级结构复杂、责权不对等、公共服务能力欠缺的问题,进而导致农村治理方式中治理主体单一、治理环境落后、治理理念模糊。我们在分析问题的基础上分析农村治理方式创新与政府职能转变之间的关系,提出嵌入专业农村合作组织、完善政府治理监督机制、提升政府公共服务水平这三方面创新农村社会治理方式的路径。
