摘要
2016年9月30日即将揭晓的IANA监管权限转移进程结果,是ICANN治理架构变革,以及其所象征的全球网络空间治理架构变革中最具象征性的事件。整个变革进程中,始终贯穿国际化还是私有化的方向之争。这是资本和政治权力扩散至网络空间的必然。本文尝试简单梳理相关发展进程,从基础实施和基本政策实践角度提出若干看法和建议。
The result of IANA regulatory authority transfer process will be announced on September30, 2016. It will be the most symbolic event of the governance structure change of ICANN andthe global cyberspace. Internationalization or privatization is the main issue through the process ofchange. It’s inevitable when capital and political power spread to cyberspace. This paper attemptsto briefly sort out the relevant development process and puts forward some views and suggestionsbased on the basic implementation and policy practice.
