WSIS and Global Internet Governance Forum Ten Years Review and Future Outlook

本文旨在介绍联合国发起并倡导的世界信息社会峰会的核心理念和互联网治理论坛的中心议题,梳理全球信息社会过去十年的发展趋势及面临的挑战,分析互联网治理论坛十年来的议题演变、新增话题和所取得的阶段性成果。2016年是世界信息社会峰会完成第一个10年目标,开启下一个10年的第一年。本文借此机会综述十年来全球信息社会和互联网治理过程中出现的比较重要的国际法律文书及其主要精神和成果,并佐以国际政策界常用的数据来源和相关指数为中国的信息社会建设和互联网治理提供一定的政策和学术参考。本文仅阐述作者个人认知和观点,不代表所服务机构的任何观点和立场。

This paper based on the author’s ten years work experience in WSIS and Global InternetGovernance Forum, aims at introducing the core idea of WSIS and the central topic of InternetGovernance Forum. The article also wants to sort out the developments and challenges of theglobal information society in the past ten years and analyses the evolution of the topics, the newtopics and the substantive results of Internet Governance Forum. WSIS completed the first 10 yearstarget in 2016, starting the first year of the next 10 years. This research summarizes the importantinternational legal instruments, main spirits and achievements of the process of global informationsociety and internet governance in the past ten years, providing some sources of frequently-useddata and related index in the international policy community, with the hope that this research canprovide somecertain policy and academic reference for the construction of information society andinternet governance in China.
