摘要
互联网技术治理是以美国为中心的、由一个不断发展的私营部门主导的、"多利益攸关方"的治理制度。自20世纪90年代末以来,各国已经逐渐认识到互联网的意义,并开始谋求在全球互联网治理中更重要的角色。随着中国重塑全球治理能力的增长和日益崛起的力量,中国在全球互联网治理领域的参与越来越重要,其倡导的治理模式已经对当今美国主导的、自由的全球互联网治理模式形成挑战。北京主张用以国家为中心的治理机制来取代现存的"多利益攸关方"全球互联网治理机制。本文介绍了"多利益攸关方"和全球互联网技术治理制度,描述了中国参与全球互联网技术治理中的核心组织,讨论了北京政策的动力机制及其问题。
Since the late nineties, the Chinese government has engaged in a process of attemptingto reform the multi-stakeholder, US government and non-state actor dominated, technical globalInternet governance regime. This paper aims to contribute to the literature on Beijing's approachto this issue by providing a detailed empirical account of its involvement in a few core regimeorganisations. It argues that Beijing's reform approach is guided by its domestically-derivedpreferences for strong state authority and expanding China's global power, but that its reform effortsare unlikely to succeed based to countervailing structural hard and soft power factors.
