简要而全面地介绍新加坡社区(社会凝聚力)建设的背景、管理运作体系、在软件方面发挥核心作用的人民协会的重要组成内容和运作策略、国家层面其他政策的支撑作用,分析新加坡新镇和公共住宅的规划建设为社区建设提供的不可或缺的硬件保障,阐明新加坡社区建设的实质是社会凝聚力,硬件和软件两个方面共同作用形成了自上而下和自下而上合理整合的、独特的新加坡体系。

This paper presents a comprehensive and holistic study on community bonding in Singapore through its background, overalladministration system, key grassroots organizations and key strategies under the framework of People’s Associate, other nationalpolicies to support the social harmony, analyzes the key role of HDB and New Town on ensuring the prerequisite of communitybonding and people’s livelihood, and summarizes unique synergy of top-down and bottom-up in the well-recognized communitybonding in Singapore.
