摘要
技术侦查措施犹如一柄双刃剑,既有助于案件侦破及犯罪惩处,使用不当也会侵犯公民合法权利。应将技术侦查措施限定在合法、可控的范围内,以期在发挥技侦措施价值功用的同时,实现对当事人及社会公众合法权利的充分保障。
Like a double-edged sword, technical investigation measures help to detect a criminal case andpunish the criminals while they are ape to infringing citizens5 legal rights if improperly used. The paper holdsthat technical investigation measures should be limited within the scope of legality in an effort to fully utilizetheir positive functions as a technical detection means as well as adequately protect the legal rights of theparties and the public.
