江南海涂围填海工程的社会经济效益分析——以苍南县为例

A Study on Social Economic Benefits of Tidal-Flat Enclosing Projects in South of Oujiang——Taking Cangnan County for Example

为实现龙港镇的战略布局大调整,苍南县于2003年开始实施江南海涂围垦工程,并以此为基础规划建设龙港新城。该工程尚处于投入期,但围填海产生的用地(用海),提供了重要的土地储备,是十分宝贵的战略性经济资源。为提高苍南县江南海涂围填海工程的社会经济效益,应基础设施先行,新城旧城协同发展;科学规划,高品位建设;把握建设节奏,创新投融资机制,提高土地出让金返还比例;做好项目包装,强化招商引资,缩短土地闲置时间;强化要素保障,优化开发环境。

Cangnan County started tidal-flat enclosing projects in south of Oujiang in 2003 in order to implement the grand adjustment in the strategic layout in Longgang town, on which the planning was based and made to build a new town in Longgang. The project is under investigation, but the land (and sea) available resulting from tidal-flat enclosing serves as the important land reservoir and strategic economic resources. To increase the social economic benefits from the tidal-flat enclosing projects will involve the following efforts: to give priority to basic facilities and coordinate development in both old town and the new one; to make scientific planning and start high quality construction; to set the right pace in construction, to create new investing and financing system and to increase refund proportion of land-transferring fees; to pack projects well, to reinforce efforts in attracting investment,and shorten the time for land to be set aside; to em phasize the essential elem ents and optim ize development environment.
