基于系统综合发展指数模型的省域生态文明评估

摘要 目的合理评估我国目前的生态文明建设状况,对生态文明水平较低的省市提出改善措施。方法选取与生态文明建设有关的23个指标,用神经网络等方法处理原始数据,最终建立系统综合发展水平指数模型。结果 1)北京经济发达但生态文明程度状况较差。2)甘肃因原始生态和经济原因,其生态文明状况最差。3)浙江、江苏等省市经济与环境同时发展,生态文明程度较高。结论政府部门可以采取增加城市森林覆盖率或降低居民消费指数等措施,来提高生态文明水平和人民生活质量。 Purposes—To evaluate reasonably the construction condition of present ecological civilization in China and put forward the improvement measures for the cities and provinces whose level of the ecological civilization is lower.Methods—The 23 indicators related to the construction of ecological civilization were selected,and the original data were processed with the neural network and other methods,and the systematical and comprehensive development index model was established in the end.Results—1)Beijing's economy is more developed,but its ecological civilization is poor.2)The situation of the ecological civilization in Gansu is the worst due to the original ecological and economic reasons.3)The degree of ecological civilization in Zhejiang,Jiangsu and other provinces and cities is higher because their economy and environment are developed simultaneously.Conclusions—Government departments at all levels can improve the level of ecological civilization and the life quality of the people by increasing the urban forest coverage or reducing the consumption index of residents.
