北京市循环经济发展现状、问题及对策分析

Analysis on Current Development Status, Problems and Countermeasures of Beijing's Circular Economy

北京市属于国家第一批循环经济试点省市,发展循环经济进一步提升了北京经济增长的质量,有力地推动着"三个北京"、特别是"绿色北京"战略的实施。本文对北京目前的能源资源消耗以及大气、水、固体废弃物等环境现状进行了分析,同时总结了目前与循环经济有关的法律法规,发现北京近些年来在提高资源利用效率、污染治理以及法规建设方面取得了积极的成效,但是仍存在一些问题,比如人口、资源环境的压力,超大城市管理问题,缺少相关统领的法律等。最后,在法规制度、科技以及宣传教育等方面提出措施以期推进循环经济全面快速地发展。

As one of the first batch of circular economy pilot provinces and cities, the development of circular economy enhances the quality of economic growth in Beijing, and it is a strong impetus to the implementation of the “three Beijing”, especially the “Green Beijing” strategy. The development of Beijing’s consumption of energyand resources, atmosphere, water, solid waste and other environmental status were analyzed. This analysisalso summarized the current laws and regulations related with circular economy. It is found that in recent years,Beijing improved the efficiency of resource use, and achieved positive results in pollution control and regulationsconstruction. However, there are still some problems, such as population, resources and environment pressure,large urban management issues, lack of comprehensive laws. In the end, this study puts forward measures in order to promote the rapid development of circular economy in the aspects of regulation system, science and technology as well as publicity and education.
