大数据融合的新时代,世界已经演变成复杂的巨系统。环境的变化必然带动思维的转变、方法的更新、理论的提升。无论是全面建成小康社会、深化改革,还是全面依法治国、从严治党都涉及顶层设计和总体设计。钱学森创立的总体设计部是助推系统综合提升的主要力量,已在系统工程中取得成效。进一步研究总体设计部的时代内涵和运行机制具有重要意义。总体设计部是系统综合提升的重要方法、高端智库建设的引擎,并将助力社会治理系统迈向新高度。
In the new era of the big data fusion, the world has evolved into a complex giant system. Changes of the situation will inevitably lead to changes in thinking, updating of the method and the theory. No matter to construct the comprehensive well-off society, to deepen reform, to make the rule of law on Governing the country,or to manage strictly party are all dealt with the top design and overall design. The overall design department founded by Tsien Hsue-shen is the main force of boosting system comprehensive promotion, and has achieved many good results in the system of engineering. It is great significance to study further the content and operation mechanism of the overall design department. The Overall design department is an important way to improve the overall system. The overall design department will guide the construction of high-level thinking tank and help the community management system towards a new situation.
