基于资本资产框架的生态系统服务付费研究述评

Payment for Ecosystem Services: A Systematic Review Based on the Capital Asset Framework

生态系统服务付费(Payment for Ecosystem Services,PES)作为一种运用经济激励机制来解决有价值的生态服务(Ecosystem Services,ES)损失问题的新机制,已经引起广泛的国际关注。本文首先对生态系统服务付费的发展、特征及其概念与内涵进行梳理和归纳,建立起对生态系统服务付费的初步理解;而后,文章借鉴基于医学和生态科学的系统评论思维,引入资本资产框架(Capital Asset Framework,CAF),从自然资本、金融资本、人力和社会资本以及制度资本四个维度对PES的最新研究成果进行系统梳理、评价和分析,从而为PES理论框架的讨论与建立,整体项目设计、实施与推广提供系统的研究依据,也为我国生态补偿机制试点的市场化发展提供系统的理论和经验借鉴。

Payment for Ecosystem Services (PES) has attracted extensive attention worldwide as a new method. It can solve the losses of valuable ecosystem services (ES) through economic motivation. To have a preliminary understanding of PES, we firstly comb and summarize the development, features, the basic ideas and conceptions of PES. Secondly, using a systematic review based on medical and ecological science for reference, we introduce the capital asset framework (CAF). To give a review, we evaluate and analyze the latest study on PES from four dimensions including natural, financial,human and social, and institutional capital. The results above will provide a basis for the discussion and establishment of a framework for PES conception, also for the design, implementation and promotion of the whole program and even further enlighten the marketization of eco-compensation pilot in China.
