摘要
防火堤是保障储罐安全的重要设施,国内储罐防火堤容积、高度和强度等方面存在设计缺陷,提出了借鉴国外先进标准改进国内标准的理念,深入研究了美国和俄罗斯储罐防火堤建设标准的先进性,主要表现在:采用土质防火堤,重视管道穿越防火堤密封处理以及防火堤防渗设计;基于油品泄漏冲击载荷确定防火堤强度;防火堤有效容积、高度以及防火堤与储罐安全距离要求均高于国内标准;防火堤内雨水和生产污水独立排放;设置排流通道、中间防火堤(隔堤)和次级防火堤实施单个储罐防护等。最后针对借鉴美国和俄罗斯储罐防火堤建设标准先进经验,提出了建议。
The fire dike was the important facilities for guarantee the tank safety. Because of design defects lying in domestic tank fire dike volume and hight and strength, the idea of referring the advancement of foreign standard was raised. The advancement of American and Russia tank fire dike construction standard were studied in detail, including adopted soil fire dike, and strictly seal measures for pipeline crossing and anti-leakage engineering, and determination fire dike strength based on oil leakage impact load, and the more strict requirements of fire dike volume and hight and safe distance between tank and fire dike, and independent fire dike rain water and industrial waste water drainage systems, and set discharge channel and intermediate dike and subdivision for individual tank protection. Finally, the suggestion of adopting American and Russia tank fire dike construction standard was made.
