钢锭运输保温节能改造项目风险识别研究

Research on Risk Identification of Energy Saving Renovation Project for Steel Ingot Insulated Transportation

合同能源管理是用能单位以节约的能源费用来支付节能项目全部成本的节能投资机制。但由于这种节能投资机制在我国还刚刚起步,目前对这种模式存在的项目风险还没有一种合理的、可靠的、定量的评估方法,甚至对于其实施过程中风险点的认识也还不够全面。以宝钢特钢采用合同能源管理模式实施的钢锭运输保温节能改造项目为对象,分析识别合同能源管理模式下项目的风险点,并建立起项目风险识别指标体系。

Energy management contracting (EMC) is an energy-saving investment mechanismof paying full cost of energy-saving projects with saved energy cost. As the energy savinginvestment mechanism has just started in China, however, there is no reasonable, reliableand quantitative evaluation method for project risks, and even the risk points in the implementationprocess have not been fully recognized. This paper analyzes and identifies the riskpoints in energy management contracting project and establishes a project risk identificationindex system, based on the steel ingot insulated transportation energy-saving renovation projectunder EMC mode of Baosteel Special Steel.
