基于智慧城市建设的旅游安全预警机制研究

Research of Tourist Safety Early Warning Management Based on the Construction of Smart City

技术手段和体制机制的保证,是城市旅游安全风险有效预警的两个方面。文章从自然灾害、社会安全事件、公共卫生事件和事故灾难等四个方面出发,构建了城市旅游安全预警的指标体系,并指出这些事故灾难的相应管理责任部门,而各部门的相互协作是实现有效预警的关键。从法律授权和行政职责,分析了目前城市旅游安全预警存在的问题,提出了智慧城市建设下的旅游预警机制,明确了城市旅游主管部门和相关部门在预警机制中的作用。

Effective Tourist safety early warning for a city is based on good technics and management systems. The thesis constructs the index system of urban tourist safety for early warning from four aspects, i. e. natural disasters, social security events, public health events and accident disasters, which belongs to different management organizations. Therefore, coordination and cooperation among the departments are important for effective early warning. The thesis analyzes the current problems of urban tourist safety early warning from the legal authorization and administrative duties, and puts forward the tourist early warning mechanism under the construction of smart city, also points out the role of the city tourism authorities and relevant departments in the early warning mechanism.
