广西城乡居民基本医疗保险统筹整合问题研究——基于百色市的考察

Study on the Integration of Basic Medical Insurance for Urban and Rural Residents in Guangxi——Based on the investigation of Baise

以百色市为考察对象,对广西当前城乡居民基本医疗保险制度进行比较,并在描述现有成效的基础上,重点分析了城乡居民基本医疗保险制度分设的主要弊端。研究表明,广西城乡居民基本医疗保险有效地减轻了居民的医疗负担,但是制度的人为分设也造成了重复参保、保障有失公平、统筹水平低等问题,建议构建统一的信息平台、整合经办机构、尽快建立市级统筹制度和统一的城乡医保政策专家评审制度,以推进广西城乡居民基本医疗保险的统筹整合工作。

Taking Baise as the research object,the author carries on a comparison of the basic medical insurance system for urbanand rural residents in Guangxi at present.With the major focus on the analysis of the main problems of the basic medical insurance for ur?ban and rural residents,this research shows that the basic medical insurance can effectively reduce the residents’medical burden,but italso caused a series of problems such as repetitious insurance,unfairness,low co-ordination.In order to promote the integration of basicmedical insurance for urban and rural residents of Guangxi,this paper puts forward following suggestions:building a unified informationplatform,integrating agencies,establishing a system of overall planning at the municipal level and unifying the evaluation system of urbanand rural medical insurance policies.
