摘要
效率、秩序是行政层级制的核心价值。而"人"是现代社会组织的核心竞争力所在。行政层级制的"工具理性"本质与人的价值的实现之间的冲突日益凸显。自由、民主、平等和创新等价值成为现代组织发展的必然要求,是提升组织的核心竞争力的关键要素。组织价值的变化,行政层级制势必发生根本性的变革:组织权力运行由"中心化"向"非中心化"转变;组织结构从"机械型结构"向"有机型结构"转变;组织价值由单一的"效率"向多元价值转变。
Efficiency or order is the core value of administrative hierarchy. However, the human being is becoming thecore competitiveness in the organization. The conflict between the essential “instrumental rationality” and humanvalues is becoming increasingly prominent. Value such as freedom, democracy, equality and innovation become theinevitable requirements of modern organization development, which are key elements to enhance the corecompetitiveness of organization. As the change of organization value, administrative hierarchy inevitable takesprofound and fundamental change. The power running of organization must shift from “centralized” to “decentralized,”organization structure from mechanical to organic, the value of organization from single value “efficiency” to diversity.
