村两委领办型合作社的治理机制创新研究

Governance Mechanism Innovation of Cooperatives Governed by Two Committees in Village

通过对江浙两省21家村两委领办型合作社的实地调研,发现村两委干部将治理村庄的经验移植到合作社治理中,积极创新合作社内部治理机制,取得了良好的效果,但在治理过程中也出现了两种组织间的边界交叉、村干部角色的冲突、对村干部的选择性激励不足和村两委班子不稳定等问题,针对这些问题,提出了注重监督机制的建设、强化选择性激励机制以及平衡合作社与村两委之间的关系等建议。

Based on the investigations of 21 cooperatives governed by village party branch and village committee in Jiangsu and ZhejiangProvinces, good effects have been demonstrated by transplanting the experience of governance village to the cooperative governance,and changing the internal governance mechanism of cooperatives positively. But there are some noteworthy problems in the process ofgovernance, such as the cross organizational boundaries, role conflict of village cadres, the lack of selective incentives, and instabilityof the village party branch and village committee. To solve these problems, it is need to pay attention to the construction of surveillancemechanism, strengthen the selective incentives and balance the relationship between cooperatives and the village party branch and villagecommittee.
