总结了邵阳烟区职业烟农的培育现状,即形成完整的评定管理办法、开展职业烟农扶持援助活动、有效支撑了邵阳烟区的烟叶产业平稳发展,指出了职业烟农队伍稳定性矛盾日趋严重、职业烟农队伍结构性矛盾普遍存在、职业烟农培育机制不活、政策措施延续性不够的培育困境等问题,提出了配套现代化的生产设施、培育功能强的服务主体、出台相配套的扶持政策和建立可持续的培育机制的职业烟农培育思路。

This paper summarized the Shaoyang professional tobacco farmers cultivate occupation status, there were forming a completeassessment management approach, carry out occupation farmers support assistance activities, effectively support the tobacco industrysteady development in Shaoyang tobacco area, pointed out the stability contradiction of occupation tobacco farmers increasingly serious,structural contradictions generally existed, cultivation mechanism was not active, the continuity of policy measures was not enough incultivation environment, put forward the thinking of support the modern production facilities, cultivate a strong service subject, publishsupport policy and establishing sustainable cultivating mechanism.
