摘要
农业技术推广是实现农业科研成果和实用技术向农业生产转化的基本途径。从农业技术推广部门和人员情况、农业技术推广部门的职能发挥情况、农民农业服务技术的获取情况、农业服务技术的推广情况等方面总结了农业技术推广的现况,分析了阻碍农业技术推广的因素,即农业技术推广机制不合理、农业技术推广经费管理不规范、农业技术推广人员培训与激励机制缺失和基层政府对农业技术推广的重视不够,并提出了农业技术推广的对策建议,主要有改革政府农业服务机构体制,回归公益性服务职能;拓宽农业技术推广资金筹集渠道,规范经费管理;完善农业技术推广人事制度,提高推广人员的综合素质;提高各级地方政府的全面认识,切实加强领导。
The agro-technical popularizations the basic way to realize the transformation of agricultural scientific research achievementsand practical technology to agricultural production. Summarized the status of agro-technical from the agro-technical popularizationdepartment and situation of personnel, functions, agricultural service technology acquisition and agricultural technology promotion service,analyzed factors hindering agro-technical popularization, such as unreasonable mechanism, funds management was not standardized,lack of training and excitation mechanism, and government insufficient attention, then put forward the agro-technical popularizationcountermeasures, which included reform the government agricultural service organization system, return to public welfare service function;broaden the channels of agro-technical popularization funds, standardize the management of funds; improve personnel system, improve thecomprehensive quality of promotion personnel; improve the comprehensive understanding of local governments at all levels, strengthenleadership.
