阜阳市农村基层党组织建设现状研究——以界首市、临泉县为例

The Research into Current Situation of Fuyang Rural Grass-roots Party Construction

近年来,阜阳市在中央、省、市的统一领导下,结合当地实际,狠抓基层组织建设,不断改革创新,进行大胆尝试,加强组织领导,注重人才培养,强化制度管理,引入竞争机制,加大资金投入,取得了初步成效。扎实推进软弱涣散基层党组织整顿,逐步提高补贴待遇,不断增强基层组织服务能力,基层领导班子建设进一步加强。但也存在着不少问题:班子软弱涣散;组织管理不严;宣传工作缺位;群众观念淡薄等。建议:加强组织领导;建强领导班子;带好党员队伍;巩固思想阵地;提高服务水平。

Under the unified leadership of the center,province and municipality,Fuyang has payed much attention to construction ofgrass-roots organization based on local reality in recent years.Continuous reform and innovation,bold attempt,strengtheningorganizational leadership,laying emphasis on talents cultivation,strengthening system management,introducing competitionmechanism and increasing financial input has achieved initial success.Weak and poorly organized grass-roots party organizationwas rectified,subsidies were gradually increased,the service ability of grass-roots organization was constantly strengthened andgrass-roots leadership construction was further strengthened.But there are also many problems,for example,the team is weak andslack,organizational management is lax,propaganda is absent and the masses’concept is weak.So the writers proposed suggestionsin this paper,such as organizational leadership strengthening,the service level being raised and so on.
