在推进供给侧结构性改革的过程中,各级政府部门既要有"为",也要有"畏"。有"为"要求政府担当起推进供给侧结构性改革的行政责任,有"畏"要求政府在供给侧结构性改革中敬畏市场、敬畏人民、敬畏权力。政府应对自身的行为进行必要的调整,实现从"政策主导"到"政策引导"、从"效益激励"到"制度激励"、从"统筹管理"到"精准服务"、从"区域竞争"到"区域合作"的转变。

In the process of promoting structural reform of supply , government departments at all levels should have the achievement and awe to the market, people and power. It is the key to fix a correct position for government while they promote structural reforms in the supply, the government should adjust its own behaviors.
