摘要
改造农村薄弱学校是实现我国教育均衡发展,维护社会和谐稳定的重要举措。本文分别从外部因素和内部因素两方面分析了农村薄弱学校改造困难的原因:外部因素包括教育政策,教育经费,市场经济,教育价值观及"马太效应";内部因素包括硬件设施和软件水平。而后,从国家宏观治理和学校微观管理两方面提出相应的对策和具体措施:国家宏观治理包括对政府意识、人力资源配置、经费投入、教育价值观和学校社会形象的改造;学校微观管理包括对学校管理建设、特色校园文化和教学质量的改造。
Transforming rural weak schools is an important measure to realize the balanced development of the education in our country and maintain social harmony and stability.This paper analyses the reasons why the rural weak schools’reform is in a fix from external and internal factors.The external factors include the educational policies, education funds,the market economy,education values and "Matthew effect".The internal factors include hardware facility installation and software construction. Then, it puts forward the corresponding countermeasures and concrete measures from two apspects: the macro governance of our country and the micro management of the school.The macro governance includes consciousness of government,human resources allocation,funds investment,education values and schools’ social image reconstruction.The micro management includes the construction of school management, the characteristic of campus culture and the improvement of teaching quality.
