竞赛体系和补充教育体系的发达是俄罗斯发展天才教育的优势。在此基础上,俄罗斯建立了全国性的发现和培养天才青少年的体系,以保障天才教育的系统性实施。通过改革与完善奥林匹克竞赛体系和补充教育体系,在各地区建立专门的天才教育机构和联合体,让全国性体系得以成型和运行,并从法律法规、机构和人员、资金和信息等方面来保障以上措施的实施。

A perfect contest system and supplementary education system is the advantage of Russian gifted education. On this basis, Russia has established a national system to find and train gifted children so that gifted education could run systematically. Through reforms and improvements of the Olympic contest system and supplementary education system, Russia has set up many gifted education institutions and unions in various areas to ensure smooth operation of the national system. Besides, Russia has also ensured the implementation of the above by the laws and regulations, institutions, personnel, funds and information.
