2017年1月美国新一届政府将开始执政,中美关系将受到美国总统、政府与国会更迭的影响,会有一个相互磨合的"调适期"。美国新总统的对华政策框架不会发生根本性的重大改变,而将继承奥巴马政府对华政策与网络空间战略的基本框架,但在与中国打交道上的态度和策略可能会比奥马巴政府更强势、更强硬,更着力和积极向外推行美国的网络空间国际战略,围绕网络安全、网络经济、网络治理和网络自由四个方面展开"网络空间外交"。保持中美双方在网络安全议题上的良性互动与合作能够对双边关系的稳定和改善起到积极的作用。

This paper is divided into three parts to discuss and predict the policies of diplomatictrend,the focus of policy on China and the trend of cyberspace strategy and international networkdiplomacy of the new president of the United States who will take office in Jan.2017,and itconcluded thatSino-US relationship will be affected by the changes of president,governmentand congress in the United States,there will be a mutual adaptation of the"debugging period".Fundamental change of the new US president’s framework for policy on China will not likely occur,but will inherit the basic framework of the Obama administration's policy on China and cyberspacestrategy,however the attitude and tactics towards the relationship with China maybe stronger andtougher than the Obama administration.The new US president will be more active and put moreefforts on pursuing the US international cyberspace strategy than the previous presidents,aroundthe four aspects of internet security,internet commerce,internet governance and internet freedomto carry out the"cyberspace diplomacy".Maintaining positive interaction and cooperation betweenChina and the US on cybersecurity issues will play an important role in stabilizing and improvingbilateral relationships.
