产业扶贫项目主体行为及其运行机制的优化——基于P县“万亩有机茶园”项目的考察

Behavior of subjects participating in poverty alleviation project and the optimization of its operating mechanism: A case study of alpine organic tea industrialization of P county, Hunan Province

基于P县"万亩有机茶园"项目的考察表明:项目绩效与预期存在较大偏差;政府及其有关部门、龙头企业和农民合作社、农户(贫困农户)等项目主体基于各自的动机与利益诉求具有不同的行为特征;产业扶贫项目运行机制存在的主要不足是居于主导地位的地方政府缺乏约束;参与企业自身利益和社会责任难以兼顾;贫困农户处于绝对弱势地位。优化产业扶贫项目运行机制必须增强各参与主体的协调沟通,形成风险共担和利益分享机制;加强部门间合作和工作人员培训;进一步下放项目权利,增强乡镇政府、村民自治组织和农户的主体性。

The research on the poverty alleviation project of alpine organic tea industrialization in P county demonstrates:the project performance is not so satisfying as expected;the behavioral characteristics of the government and departmentsconcerned,enterprises and farmer cooperatives,poor peasant households are diverse due to respective motives andinterest claims;the major deficiency of the operating mechanism is the lack of restraint of the local government;it isdifficult for the participating enterprise to take both self-interest and social responsibility into account;poor peasanthouseholds are in inferior position.To improve the operating mechanism of the poverty alleviation project thecoordination and communication of the participating subjects should be enhanced and a risk/benefit-sharing mechanismshould be established;the cooperation between departments should be enhanced;superior governments shoulddecentralize and devolve power to township governments,farmer cooperatives and poor peasant households.
