我国农村合作经济组织的发展困境与突破

Development Dilemma and Breakthrough of Rural Cooperative Economic Organizations in China

农村合作经济组织是农村生产经营的重要载体,对促进我国农民增收、实现农村经济繁荣有着不可替代的重要作用。当前我国农村合作经济组织还处于起步阶段,在其发展过程中存在较多问题,这些问题的根本症结在于思想认识不足、政府不当干预、法律地位模糊、产权不够明晰、运行机制混乱和政策扶持不足。促进我国农村合作经济组织健康快速发展的根本出路是转变思想观念、减少政府干预、健全相关立法、理清产权关系、完善管理机制和加强政策支持。

The rural cooperative economic organization is the important carrier of rural productionand operation.It plays an irreplaceable role in increasing farmers’income and realizing ruraleconomic prosperity in our country.Currently rural cooperative economic organizations in ourcountry are still in the initial stage.There are many problems in the which lie in the lack of ideological understanding,improper government intervention,fuzzy legalstatus,unclear property rights,mechanism chaos and insufficient policy supports.Accordingly,in order to promote the rapid development of rural cooperative economic organizations in our country,the fundamental way out is to change ideas,to reduce government intervention,to improvethe relevant legislation,to clarify property right relations,to improve the management mechanism,and to strengthen policy supports.
