陕西地方本科院校转型发展的政策环境研究

Research on the Policy Environment for the Transformation Development of Local Higher Education Institutions of Shaanxi Province

从我国经济发展产业结构调整,破解地方高校转型发展难题来解读地方高校转型发展的意义。从分类发展、错位发展、协同发展三方面,阐释了地方本科高校转型发展的三种基本形式。从陕西省高校基础能力建设项目的原则要求、中西部升本院校"填平补齐"相关政策、地方本科院校"向应用型转变"的方向、陕西省高教综合改革和"四个一流"建设要求、高校共建和对口支援指导意见、提升新建本科院校办学水平、加强西安市域以外省属高校建设要求、"贴近地方经济特点和产业需求"、落实陕西省创新驱动发展纲要精神等九个方面,分析了地方本科院校转型发展的相关政策环境。

In terms of industrial structural adjustment of economic development, the paper decodes the difficulties of transformation development of local colleges and universities. From the aspects of categorized development,dislocation development,and synergetic development, the paper expounds the three basic formsof transformation development of local colleges and universities, and makes analysis of related policy environmentfor transformation development of local colleges and universities from nine aspects of principle requirementsof basic capability construction of colleges and universities in Shaanxi Province, comprehensivereform of higher education, requirements of " four-first-rate" construction, guidance on common constructionand partner assistance of universities, improvement of running level of newly upgraded universities,construction requirements of universities affiliated to provinces other than Shaanxi Province, "being close to local economic characteristics and industrial demands", and fulfillment of innovation-driven development guideline of Shaanxi Province.
