2009～2014年粤东地区卫生资源配置的公平性分析

An Analysis of Health Resource Allocation Fairness in East Guangdong between 2009 and 2014

运用一般描述性统计和Gini系数的分析方法对2009~2014年粤东地区卫生资源配置公平性进行分析，为促进粤东地区卫生资源的合理配置提供参考．结果显示：粤东地区卫生资源总量及每千人拥有卫生资源量均呈上升趋势；粤东四市中，经济较发达的汕头卫生资源每千人卫生资源拥有量最多，揭阳最少；粤东地区卫生资源配置的Gini系数在0.14~0.24之间，公平性高；但从全省各区域来看，卫生资源配置的Gini系数在0.37~0.45之间，公平性较差，且卫生资源主要集中在珠三角．因此，要制定科学的区域卫生规划、放宽医疗卫生准入门槛和建立卫生人力资源良性互动机制，以推动粤东卫生资源公平、有效发展．

In this paper, the general descriptive statistics and Gini coefficient analysis method was used to analysize the health resource allocation analysis of fairness in east Guangdong between 2009 and 2014, providing a reference for the promotion of the rational allocation of health resources in east Guangdong.Resultsshow that total health resources per thousand people showed an upward trend.Economically developed Shantouhealth resources per thousand people is most while Jieyang is the least. The Gini coefficient of health resourcesin east Guangdong is between 0.14-0.24, but from the point of view of the province, the Gini coefficient ofhealth resource allocation is between 0.37-0.45. The fairness is poor, and health resources mainly concentrate in the Pearl River Delta. This paper proposes establishing a benign interaction mechanism of health human resources to promote a fair and effective development of health resources in east Guangdong.
