近代以来洞庭湖生态治理政策变迁研究

Change of Policies of the Dongting Lake Ecological Management Since Modern Times

在人口压力、经济发展等多重因素作用下,直到1998年大洪灾爆发,洞庭湖治理政策才从湖区生态治理服务于经济发展,转变到真正注重洞庭湖自身的生态治理上来。2014年洞庭湖生态经济区正式上升为国家战略,标志洞庭湖生态治理进入了一个新的历史阶段。近代以来,关于洞庭湖治理的政策随着时代的发展数量明显增多,质量明显改善,到目前为止,生态治理政策体系初步形成,为湖泊生态治理积累了宝贵经验。生态治理的指导思想、内容和手段均实现了重大转变。为促进洞庭湖生态治理和开发,需要完善洞庭湖生态治理政策体系,健全生态治理协调与执行机制,完善全员参与的生态治理激励机制与监督机制。

Before the outbreak of the great flood in1998,priority was put to economic development instead ofecological management in the Dongting Lake Area because of population and economic development pressure.Afterthat,ecological management has attracted more and more attention.In2014,the development of the Dongting LakeEcological Economy Zone became the national strategy,which signifies a new historical stage for the ecologicalmanagement in the Dongting Lake Area.In the past years,more and better policies have been put formed to form agood policy system and accumulate a very valuable experience for the ecological management in the Dongting LakeArea.The guiding idea,content and method of the Lake ecological management had undergone great changes.In orderto promote the Dongting Lake ecological management and development,we should improve the policy system,thecoordination and execution mechanism,the incentive and supervision mechanismof the full participation.
