摘要
近几年,在全国大力开展高标准基本农田建设的背景下,贵州省高标准基本农田建设取得了不错的成绩,但也凸显了一些问题,尤其是普遍以行政界线、耕地范围为主划分建设单元的情况,导致建设目标的系统性、建设规划的整体性以及建设内容的综合性不强,建设单元内工程效益缺乏全面性,收效难以达到预期。鉴于此,结合贵州实际,文章提出了贵州省高标准基本农田建设应以小流域为基本建设单元加以开展的一种全新思路,阐述了相关理论依据,对采取新思路开展高标准基本农田建设的优势进行了思考,并分析了新思路下贵州省开展高标准基本农田建设的可行性以及应注重的工作方向。
In recent years, the construction of high-standard basic farmland in Guizhou Province has achieved good results under the background of national high-standard basic farmland construction, but there’re also some problems, especially taking the division of the construction unit according to administrative boundaries and cultivated land area, which leading to the weakness as follows: the construction of the objectives of the system, the integrity of construction planning and construction of the comprehensive content ispoor, the lack of comprehensive project effectiveness of the construction unit, the effect is difficult to achieve expectations. In view ofthis, combined with the actual situation in Guizhou, we put forward a new idea that the basic farmland construction in Guizhou shouldbe carried out with the small watershed as the basic construction unit, also we expound the relevant theoretical basis, and adopt the newthinking to carry out the construction of high standard basic farmland. In this paper, we analyze the feasibility and the direction of high standard basic farmland construction in Guizhou Province under the new idea.
