黑龙江矿业经济竞争力评价研究——基于10省(区)的比较 被引量:1

摘要 遵循系统全面原则、主要因素原则、可操作性原则和科学客观性原则构建了上二级指标、18个三级指标的矿业经济竞争力评价体系,运用主成分分析方法对包括黑龙江省在内的我国10个矿业大省的矿业经济竞争力进行评价对比,结果显示:(1)黑龙江在10省的横向矿业经济竞争力方面分数最低;(2)矿业生产销售竞争力、矿业科技创新竞争力、矿业勘查开发竞争力以及新发现矿产地得分降低黑龙江省综合矿业经济竞争力。基于分析结果,文章认为黑龙江应从正确处理产权归属问题、延伸产业链以及精细加工及开展矿业权招商引资等方面提升矿业生产销售竞争力、矿业科技创新竞争力、矿业勘查开发竞争力和新发现矿产地等。 According to the principles of systematicness, main factor, operation and objectivity, we construct the evaluation index system of mining economic competitiveness with the second-class indexes and 18 third-level indexes. By using principal component analysis method, we compare and evaluate the mining economic competitiveness of 10 mining provinces in China, including Heilongjiang Province.The results show that: (1) the mining economic competitiveness of Heilongjiang province is the lowest among the 10 provinces; (2) the comprehensive competitiveness of Heilongjiang province is declined, due to the level of mining production and sales, mining science andtechnology innovation, mineral exploration and development, and newly - discovered mineral resources. Based on the analysis, we suggest that Heilongjiang should handle the ownership of property rights correctly, extend the industrial chain and fine processing, and attract investment based on mining rights, in order to improve the competitiveness of mineral production and sales, mining science and technology innovation, mining exploration and development, and the new discoveries of mineral resources.
