Connotation of Electronic Records Management:Paperless

电子文件管理和纸质文件管理是文件管理的两个组成部分,双轨制与双套制的研究理应发生在文件管理层面,而非现实研究中的电子文件管理层面。电子文件管理的当下之意是电子文件管理与文件管理的模糊化和电子文件管理的纸质依赖。电子文件管理本身的含义是对电子文件的管理,是与单轨制和单套制紧密相连的,其题中之义就是无纸化,表现在电子文件管理过程中的无纸化和电子文件管理的单轨形态。

Electronic records management(ERM)and paper records management are the two partsof records management.The research on dual-track and dual-filing should be showed on the level ofrecords management rather than ERM.The realistic meaning of ERM includes two aspects:theblurring between ERM and records management,paper dependence of ERM.The meaning of ERMis the management of electronic records,and closely related to single-track and single-filing.Connotation of ERM is paperless,which reflects paperless in the process of ERM and single-trackform of ERM.
