反恐视角下的海外中国公民权益保护

Protection of the Rights and Interests of Chinese Citizens Overseas under the Perspective of Anti-terrorism

全球化背景下,越来越多的中国公民走出国门,而世界范围内恐怖主义盛行,海外中国公民遭受恐怖袭击的事件时有发生,在反恐视角下保护海外公民的权益成为我国政府工作的新重点之一。当前我国在恐怖主义新形势下保护海外公民的实践当中还存在着不足,因而有必要通过加强领事保护机制建设、加快领事保护相关立法、加大领事保护人力资源投入、运用民间力量参与领事保护、开展多层次的国际合作等策略来完善我国对海外公民权益的保护。

In the context of globalization, more and more Chinese go abroad. Meanwhile, terrorism has become prevalent throughout the world, and terrorist attacks on Chinese citizens overseas occurred frequently. How to protect the rights and interests of Chinese citizens overseas under the anti-terrorist perspective is the new focus of our country.Currently, under the new situation our country’s protection of citizens overseas against terrorism has shortcomings.Therefore, it is necessary to improve the protection of our overseas citizens’ rights and interests by strengthening the construction of consular protection mechanism, speeding up the consular protection legislation, increasing investment in consular protection human resources, using the folk force to participate in the consular protection and launching multilevel international cooperation.
