新形势下肇事肇祸精神病人管控研究——以四川省达州市为调查对象

A Study of Tackling the Trouble-making Mental Patients under the New Situation

近年来,四川省达州市发生了多起肇事肇祸精神病人侵害他人人身和财产权益的案件,造成公众严重的心理恐慌。同时,肇事肇祸精神病人的暴力犯罪还呈现出不断增长的发展趋势,已经成为达州社会发展的不稳定因素和亟待解决的突出社会问题。针对四川省达州市肇事肇祸精神病人管控中存在的问题应采取以下解决措施:强化顶层设计,创设达州市强制医疗所;实施动态管理,建立长效管控机制;探索建立"五位一体"管控模式,强化政府帮扶力度,增强"造血"功能。

In recent years, there have existed many cases in which trouble-making mental patients inflicted others both in body and property in Dazhou City, Sichuan Province. This led to psychological panic of the public.At the same time, violent offenses by trouble-making mental patients are increasing and have become one of the unstable factors in Dazhou and an outstanding social problem to be solved. Aiming at the problems in controlling the trouble-making mental patients, the author combined the actual situation of Dazhou and proposed the following measures: strengthening the top-level design, building Dazhou city compulsory medical institute, implementing dynamic management, establishing long-term management and control mechanism, exploring the establishment of the “five in one” management mode, strengthening government support and enhancing “hematopoietic” function.
