基于京津冀协同发展的衡水市人才引进策略 被引量:3

摘要 对衡水市人才现状进行调查、分析发现,衡水市人才资源的引进与开发严重滞后于经济建设,专业技术人才短缺严重,高层次人才、技术创新性人才非常少,人才的短缺已经严重地制约了经济的发展.同时,由于衡水市经济比较落后、人才引进的吸引力不足、竞争压力大、管理方式稍显落后等问题,制约了衡水市人才的引进.在京津冀协同发展的大背景下,衡水市可以通过完善政策、发展社会事业、创新管理机制、打造人才发展平台和美化优化城市环境等措施促进人才引进和发展. Through the detailed investigation and analysis of the present situation of talents in Hengshui City,it is foundthat the introduction and development of human resources in Hengshui City is seriously lagging behind the economicconstruction.There is a serious shortage of professional and technical personnel,especially the high-level talents andthe talents of technological innovation,which has seriously restricted the economic development.At the same time,the economy is relatively backward in Hengshui City;the attraction for talents is not big enough;competitive pressureis big,management style is slightly backward.All the above have restricted the introduction of talents to Hengshui City.In the background of coordinated development of Beijing,Tianjin and Hebei,Hengshui City can continuously promotethe introduction and development of talents through the improvement of policies,the development of socialundertakings,the innovation of management mechanism,the building of talent development platform and thebeautification and optimization of urban environment.
