大学班级治理如何走出困境——基于协商民主视角

摘要 协商民主就是协商主体通过自由而平等的交换意见,在尊重他人的前提下表达自身观点,参与公共决策,具有互惠性、动态性和公开性的特点.现阶段大学班级建设和发展面临诸多困境,主要表现为:共识困难——价值分离形成离散化;平等局限——身份不同导致碎片化;效率不高——成本增加学生冷漠化以及主体单一——程序缺陷协商扭曲化等4个方面.将协商民主的方法运用于班级治理会形成良好效果,有利于班级治理走出困境.主要表现为4个方面:达成共识——走向公共价值;身份平等——打破原有束缚;提高效率——降低治理成本;多元主体——协商一致原则. Deliberative democracy is negotiating body,by free and equal exchange of views,in the premise of respectfor others,express their own ideas to participate in public decision-making,which has the characteristics of reciprocity,dynamics and openness.University class construction and development is facing many difficulties at present stage,which mainly include hard consensus:separated value forms the discretization;equality limitation:different status leadsto fragmentation;low efficiency:the cost increases students’indifference and single subject:procedural deficienciesand consultation distortion.It will have a good effect and lead the class management out of the dilemma if methods ofdeliberative democracy are used in class management.It is showed in four aspects:reaching consensus:forming publicvalue;identity equality:breaking original binding;improving efficiency:reducing the management cost and multiplecommunity:stressing the principle of consensus.
