政府购买服务、社会资本合作(PPP)促进社会组织发展——以社会救助为例

Research on the Function of Government Procurement of Services and Public-private Partnerships in Promoting Social Organizations Development——Taking Social Assistanceas An Example

社会组织参与社会救助工作,是社会保障制度创新的必然要求,也是社会组织承接政府职能的重要手段。分析提出政府购买服务、社会资本合作(PPP)对社会组织发展存在以下四个贡献作用:取得政策保障、提供资金支持、拓宽发展空间以及改善竞争地位,同时社会组织的发展具有反作用力。通过分析社会组织在社会救助中的发展现状,明确政府购买服务、社会资本合作(PPP)促进社会组织和社会救助发展存在政策制度不健全、政府与社会组织角色定位不合理、政府职能不到位、社会组织能力欠缺等问题,提出针对性政策建议:加强政策制度引导,健全外部发展机制;推进政府职能"三个转变",改善政社合作关系;注重社会组织培养,提高社会组织救助能力;优化社会救助方式,实现"发展型"社会救助;搭建信息共享平台,促进救助供需对接;衔接社会救助力量,推动精准扶贫步伐。

Participating in social assistance is the inevitable requirement of social security system innovation and an important means to undertake the transfer of government functions for social organizations. This paper raises that government procurement of services and public-private partnerships(PPP)have four contributions for social organizations development:getting better policy support, financial support, development space and competitive position,while the developments of social organizations have reaction. It also discusses the present situation of social assistance provided by social organizations, and put forward there are four problems for government procurement ofservices and PPP in promoting social organizations development: the imperfection of institution, role position of government and social organizations, government function and ability of social organizations. Policy recommendations are given in the end of the paper: Strengthening policy guidance and improving the external development mechanism, promoting the transformation of government function to improve the relationship with social organizations,increasing the ability for social organization to provide social assistance,optimizing the way of social assistance,building a sharing platform for social assistance information, using social assistance to promote precision poverty alleviation.
