市场化进程是否影响来华留学教育发展?——基于省级面板数据的实证检验

The Impact of the Marketization Process on Foreign Students Education in China: Based on Panel Data of 31 Provinces

本文以2000-2014年我国31个省份的面板数据为样本,重点分析了市场化进程与来华留学教育发展之间的互动关系。研究结果显示,市场化进程对来华留学教育的发展有显著的促进作用,并且市场化进程对东中西部来华留学教育发展的影响存在一定差异,主要体现在其对中西部地区有显著促进作用,而对东部地区则无显著的促进作用;进一步研究发现,市场化程度对扩大学历生规模的促进作用显著大于对非学历生的促进作用,并且在高等教育水平不同的地区,市场化程度对其来华留学教育规模的促进作用存在显著的差异,即在没有"985工程"院校的地区通过加快市场化进程的途径来带动其来华留学教育发展的效果与拥有"985工程"院校的地区相比较会更加显著。上述结论对于早日建成与我国的国际地位和教育规模相匹配的来华留学教育体系具有重要的启示意义。

This article is based on the 2000- 2014 panel data of 31 provinces in China as the research sample,quantitatively investigates the impact of the marketization process on Foreign Student Education in China, and compare to its different impact on different part. According to the research result, it shows that marketization has a significant promoting role to the development of foreign student education in China. And there are certain difference of marketization effect on foreign student education in China between different regions, mainly reflected in promoting role to middle part and west part of China, but it has the no significant effect on east part. Moreover, basing on the further research, the promoting effect of the marketization procession degree students more significantly, and the promoting effect of speed up the process of marketization on the areas without“project985”universities will be more signification the scale of Foreign Student Education. The above conclusion has important significance for building a system of foreign student education at an early date, and this system can match the international status of China and the scale of China's education.
