Complexity in Rural Governance's Directional Change and Countermeasures

从乡村治理的复杂性因素出发,以乡村治理内容和程序公正为原则,主张外向型治理力量向监督治理程序、维护治理秩序方面转变,政府需有原则地规避乡村内部问题的治理。强调乡村治理的关键在于保证治理内容和程序公正,以激发乡村的内生动力,弥补外向型治理格局的缺陷。以此实现内外结合,提高村民参与度,共享乡村共同利益,最终形成共享式治理模式。

Taking into account the complex elements and the principle of fair content and procedures in rural gover-nance,this paper holds that the exogenous force of governance is shifted to supervising the procedures and maintainingorder and that the government must in principle avoid involving in internal issues of villages. The paper stresses the fair-ness of governance in content and procedures,which would motivate villages' endogenous force and remedy the defectsin the exogenous governance. The joint internal and external efforts in governance will increase villagers' participationand promote the sharing of common interests and eventually will lead to the formation of a shared governance model.
