摘要
对侦查机关及其工作人员的业绩评价,关系到被追诉人及其亲友对刑事司法公正性的评价,关系到社会各界对司法的信任,关系到司法权威的确立。所以说,绩效评价机制是一个导向机制,对某一项工作的奖惩,会鼓励或者抑制人们向某个方向的努力行为。在审判中心主义视角下,选择对侦查工作合适的绩效考评方法,运用科学合理的考评机制,会正确引导侦查工作。
The performance evaluation of investigation organs and investigators is related to the fair evaluation from the accused and their relatives and friends,to the trust from all sectors of society towards jurisdiction,and also to the establishment of juridical authority. So,the performance evaluation mechanism has a steering effect. Rewards or punishing the performance in a particular job will encourage or discourage the direction of efforts. From the trail-centered perspective,an appropriate method and reasonable mechanism in performance appraisal will give correct orientation to investigation work.
