“供需”视角下的工会改革研究

A Research on Trade Unions Reform from Perspective of “Supply-Demand”

在"供需"视角下,当前工会改革需要破解的突出问题是当前工会工作与党委政府的需求、与职工群众的期待还有较大差距,工会组织自身存在的问题也制约了工会组织的有效"供给"。因此,要借鉴改革试点单位的经验,解决"供需"矛盾,推进工会改革。要立足于党政所需,动员组织广大职工积极投身改革发展伟大实践;立足于职工所盼,通过维权服务实效赢得职工群众的拥护支持;立足于工会所能,突出工会组织的群众性特点;立足于强化保障,积极争取党政加大支持力度,为工会持续不断有效"供给"提供坚强支撑。

From the perspective of “supply-demand”, there are some prominent problems needed to be solved in trade unions reform: first, current trade unions work could not satisfy requirements of the Party committee government and expectation of the workers; second, the unions’ own problems restrained their efficient “supply”.Therefore, resolving conflicts of “supply-demand” and promoting trade unions reform need to learn experience from reform pilot sites as followings: based on demand of the Party governments, encourage the workers to actively devote themselves to the great reform development practice; based on the expectation of staff, get support of the staff through efficient rights protection service; based on all what unions can do, highlight universality of the trade unions; based on strengthening security, actively win greater support of the Party governments to provide strong support for unions’ incessant efficient “supply”.
